Types of Certificates

The core service of the business area Functional Safety & Cyber Security is the performance of type-examinations and assessments of electrical, mechanical, pneumatical, hydraulical, electro-mechanical, electronic and programmable electronic safety-related components and systems for the use in safety and security related applications. After a successful examination a certificate is issued by the Certification Body based on the results documented in the evaluation report and a conformity assessment according to the requirements of the relevant European Directive(s).

Depending on the kind of product, the intended application and the relevant European Directive the following Certificates are issued by the responsible Certification Body:

  • EC Type-Examination Certificate for safety components acc. to Annex IV of the European Machinery Directive 2006/42/EC, issued by the Notified Body for Machinery (NB No. 0035)
  • EU Type-Examination Certificate for safety components acc. to the European Lifts Directive 2014/33/EU, issued by the Notified Body for lifts and their safety components (NB No. 0035)
  • FS&CS Certificate, issued by the Certification Body “Safety & Security for Automation & Grid” of the business area Functional Safety & Cyber Security on voluntary basis
  • Functional Safety Management Certificate, issued by the Certification Body “Safety & Security for Automation & Grid” of the business area Functional Safety & Cyber Security on voluntary basis


The certificates for components and products are issued optionally with the following TÜV Rheinland Conformity Mark:

TÜV Conformity Mark


The conformity mark contains in the right hand area keywords. They describe product characteristics, which are certified as the result of the examination. The following keywords are provided individually or in combination:

Product Safety:

Electric and electronic products carrying the conformity mark with the keyword “Product Safety” fulfil the requirements of the relevant product standards and correspond to the manufacturer's product specification. Within the type-examination of these products at least the following items were scope of the assessment:

  • Electrical equipment and safety,
  • Electro-magnetic compatibility (EMC),
  • Specified operation within the defined ambient and environmental conditions,
  • Installation and operating instructions for the user, data sheets

Details about the scope of assessment, applied standards and assessment results can be taken from the certificate and the evaluation report, which was the basis for the certification of the product.

Functional Safety:

Conformity marks with the keyword “Functional Safety” are granted to electric/electronic/programmable electronic and electro-mechanical products, which are intended for the use in safety-related applications. For these products it has been shown by a type-examination that they are sufficiently safe and reliable in accordance with a defined safety level (SIL, PL etc.) and suitable to be used in safety functions to ensure protection of individuals, the environment and goods of value.

All relevant aspects for Functional Safety (FS) have been considered and the compliance with these is confirmed:

  • Hardware Safety Integrity (fail-safety of the design, sufficiently low residual probability of a dangerous failure of the safety function),
  • Systematic Safety Integrity (Management of Functional Safety, measures for the avoidance of errors, quality assurance, documentation).

Details regarding the applied standards, scope of assessment and assessment results as well as the prerequisites for the use of the product in safety-related functions can be taken from the certificate and the evaluation report, which was the basis for the certification of the product.

SIL/PL Capability:

Products carrying the conformuty mark with the keyword “SIL/PL Capability” fulfil all requirements of the relevant product standards and are suitable to be used in safety-related functions up to the defined safety level (SIL/PL Capability) considering the determined prerequisites and specific conditions.

This keyword is applied for low complexity products only (e.g. Type A acc. to IEC 61508) as well as for sensors and actuators, at which no programmable electronic or Software is involved in the execution of the safety function.

The following criteria have been assessed:

  • Demonstration of the performance of the product according to the product documentation (Data Sheet, Installation- and Operating Manual),
  • Quality assurance and configuration management system at the manufacturer,
  • Calculation/Determination of the reliability data (λ, λs, λd, λdd, λdu, PFH, PFDavg, PTI, SFF, etc.) and other safety-related information on the basis of an FME(D)A resp. by evidence of field operating experience.

Cyber Security:

Conformity marks with the keyword “Cyber Security” are granted to products, which have been assessed to provide sufficient protection against manipulation and interference in accordance to the defined security level (SL) of the relevant standards (IEC 62443-x-x, EDSA-x, …) during the development, delivery and for the integration phase of products.
