Certificate Types

EC Type-Examination Certificate (Machinery Directive):

This certificate is issued by the Notified Body for Machinery at the TÜV Rheinland Industrie Service GmbH (NB No. 0035) for safety components according to Annex IV No. 19, 20 or 21 of the European Machinery Directive. The issue is based upon a documented type-examination/assessment of the product by the accredited test lab of the business area Automation – Functional Safety & Cyber Security and a subsequent conformity assessment against the requirements of Annex I of the Machinery Directive.

With the type-examination of these kinds of products it is shown that the product tested meets the requirements of the relevant standards and the product specification of the manufacturer and is therefore suitable for the use in the intended safety-related applications under consideration of the conditions specified in the installation and operating instructions for the product.

For these products a safety performance is shown in accordance with a specified safety level (SIL, PL, etc.) following the requirements of the relevant standards, and that they therefor are suitable for the use in safety functions up to the defined SIL / PL.

The standards forming the basis of testing are, so far relevant:

  • Product standards (IEC 61496-1/-2/-3/-4-x, e.g.)
  • Standards for functional safety (EN ISO 13849-1/-2, IEC 62061, IEC 61508)
  • Standards for electrical safety, equipment, marking (EN 50178, IEC 60204-1, e.g.)
  • Standards for environmental and EMC requirements (IEC 61131-2, IEC 61326-3-1, IEC 61000-6-7, e.g.)

EU Type-Examination Certificate (Lifts Directive):

This certificate is issued by the Notified Body for Lifts and their safety components at the TÜV Rheinland Industrie Service GmbH (NB No. 0035) for safety components according to the European Lifts Directive. The issue is based upon a documented type-examination of the safety component by the accredited test lab of the business area Automation – Functional Safety & Cyber Security (A-FS@CS) and a subsequent conformity assessment by the notified body against the requirements of the Lifts Directive.

With the EU type-examination it is shown that the safety component complies with the relevant requirements of the Lifts Directive and is therefore suitable for the use as a safety component for lifts under consideration of the conditions specified in the installation and operating instructions for the product.

For PESSRAL products acc. to EN 81-20/-50 a safety performance is shown in accordance with a specified safety level (SIL) following the requirements of the standards, and that they therefore are suitable for the use as a safety component for the assessed safety functions up to the defined SIL.

The standards forming the basis of testing are, so far relevant:

  • Product standards (EN 81-20/-21/-50)
  • Standards for functional safety (IEC 61508)
  • Standards for electrical safety, equipment, marking (EN 81-20)
  • Standards for environmental and EMC requirements (EN 81-50, EN 12015, EN 12016)

Type-Examination Certificate (Lifts Directive):

This certificate is issued by the Notified Body for Lifts and their safety components at the TÜV Rheinland Industrie Service GmbH (NB No. 0035) for components which are not safety components in the sense of the Lifts Directive, but to be used in the application area of the European Lifts Directive. The issue is based upon a documented voluntary type-examination of the product by the accredited test lab of the business area Automation – Functional Safety & Cyber Security and a subsequent conformity assessment against the requirements of the Lifts Directive.

With the type-examination of these kinds of products it is shown that the product tested meets the requirements of the relevant standards and the product specification of the manufacturer and is therefore suitable for the use in the intended safety-related applications at lifts under consideration of the conditions specified in the installation and operating instructions for the product.

For software-based products an assessment acc. to the requirements for a PESSRAL acc. to EN 81-20/-50, and a safety performance is shown in accordance with a specified safety level (SIL) following the requirements of the standards, and that they therefore are suitable for the use in safety-related functions up to the defined SIL.

The standards forming the basis of testing are, so far relevant:

  • Product standards (EN 81-20/-21/-28/-50)
  • Standards for functional safety (IEC 61508)
  • Standards for electrical safety, equipment, marking (EN 81-20)
  • Standards for environmental and EMC requirements (EN 81-50, EN 12015, EN 12016)

A-FS&CS Certificate:

This certificate is issued by the Certification Body “Safety and Security for Automation & Grid” at the business area Automation – Functional Safety & Cyber Security for Hardware / Software products. The issue is based upon a documented voluntary assessment of the product by the accredited certification body.

With the assessment of these kinds of products it is shown that the product tested meets the requirements of the relevant standards and the product specification of the manufacturer and is therefore suitable for the specified use under consideration of the conditions specified in the installation and operating instructions for the product.

So far the product tested is intended for the use in safety-related applications a safety performance is shown in accordance with a specified safety level (SIL, PL, etc.) following the requirements of the relevant standards, and that they therefor are suitable for the use in safety functions up to the defined SIL / PL.

All relevant aspects concerning product/electrical safety, functional safety and the aptitude to operate as specified under the defined environmental and ambient conditions as well as the information for the user are inspected.

Certificate of Management Processes (CMP): Functional Safety, Automotive and Cyber Security

This certificate is issued by the Certification Body “Safety and Security for Automation & Grid” at the business area Automation – Functional Safety & Cyber Security.

Certificates regarding the Certification of Management Processes (CMP) refer to:

  • Functional Safety Management (FSM) in accordance with the requirements defined in the standards IEC 61508 and/or IEC 61511,
  • Automotive Functional Safety Management (A-FSM) in accordance with the requirements defined in ISO 26262,
  • Cyber Security Management (CSM) in accordance with the requirements defined in IEC 62443 Parts 2-4 and 4-1.

The CMP-Certificates are based upon a documented audit and certification process of the installed and applied Management Processes.

Companies and their involved departments applying Safety or Security Management Processes have the obligation to comply with the standard's requirements for all relevant phases / parts of the applied standard, according to their job definition (certification scope) and resulting roles and responsibilities. Thus organizational and fault avoiding measures have to be applied, verified and validated repeatedly during the development as well as integration of safety-related components and systems.

Special organizational procedures and technical methods have to be implemented and applied, while considering economical aspects and schedules. It is reasonable and effective to integrate and certify the methods of Safety / Security Management Processes not only to single safety projects but to the complete company and its organizational structures.

The CMP Certificate certifies that Safety / Security Management Processes according to the Scope of Certification have been implemented and applied. It shall ensure, a safety or security related product development or engineering process is performed continuously considering all relevant organizational requirements.

ISASecure EDSA Certificate:

This certificate is issued by the Certification Body “Safety and Security for Automation & Grid” at the business area Automation – Functional Safety & Cyber Security for embedded devices. The issue is based upon a documented voluntary assessment and Embedded device robustness testing (ERT) of the product by the accredited certification body and accredited test laboratory and focus on the security of embedded devices and addresses device characteristics and supplier development practices for those devices.

With the assessment it is shown that the device meets the requirements of the ISASecure EDSA specification and the specified product security characteristics and capabilities under consideration of the conditions specified in the user and operating instructions for the device.

FSA Certificate:

This certificate is issued by the Certification Body “Safety and Security for Automation & Grid” at the business area Automation – Functional Safety & Cyber Security for positively assessed safety integrated systems performing safety functions. The issue is based upon a documented voluntary assessment of the safety integrated system by the accredited certification body.

With the assessment it is shown that the safety integrated systems meet the requirements of the relevant functional safety standards for the respective safety life cycle phase and the specification of the manufacturer under consideration of the conditions specified in the safety manual for the safety integrated system.

So far the safety integrated systems assessed is intended for the use in safety-related applications a safety performance for each safety function is shown in accordance with a specified safety level (SIL, PL, etc.) following the requirements of the relevant standards, and that they therefor can be used up to the defined SIL / PL.

Unless otherwise described, only the aspects concerning functional safety are inspected.

INS Certificate:

This inspection certificate is issued by the Inspection Body “Safety and Security for Automation & Grid” at the business area Automation – Functional Safety & Cyber Security for positively inspected materials, products, installations, plants, processes, work procedures or services. The issue is based upon a documented voluntary inspection.

The inspection covers the determination of the conformity of the inspected item with its requirements. It shows conformity of inspected items with regulations, standards, specifications, inspection schemes or contracts. Inspection parameters normally include functional safety and can also include matters of quantity, quality, fitness for purpose, and continued safety compliance of installations or systems in operation.

GI Certificate

This certificate is issued by the Certification Body “Safety and Security for Automation & Grid” at the business area Automation – Functional Safety & Cyber Security for:

  • Unit certification (EZE) for Power Generating Units (PGU) in accordance with the requirements defined in the standards FGW TG3, FGW TG4, FGW TG8
  • Component certification (EZE component) for components of a PGU and power grid in accordance with the requirements defined in the standards FGW TG3, FGW TG4, FGW TG8
  • Power plants certification (EZA) for Producing Generating Systems (PGS) in accordance with the requirements defined in FGW TG8, VDE ARN 4105, VDE ARN 4110, VDE ARN 4120, VDE ARN 4130. Further standards are applied for international energy grid systems.

The Grid Integration (GI) Certificates are based upon a certification process of Power Generating Units, components and the installed and applied Power Generating System.

With the evaluation of these kinds of PGU / PGS it is shown that the units or power plants tested meets the requirements of the relevant standards, grid operator and the product specification of the manufacturer and is therefore suitable for the specified use under consideration of the conditions specified in the installation and operating instructions for the PGU / PGS.

All relevant aspects concerning conformity with the standards including applied changes organized by the user group of FGW-Wind e.V. are inspected.

  • PGUs are Windturbine, CHP, Converter / Inverter, Electrical Energy Storage
  • PGU components are EZA-Regler, Statcom and components for dynamic power grid support
  • PGS are Windparks, Photovoltaics Power Plants, CHP and other PGUs, which feed electrical energy into a point common coupling.

GC Certificate:

This certificate is issued by the Certification Body “Safety and Security for Automation & Grid” at the business area Automation – Functional Safety & Cyber Security for Industrial Grid Communication (GC) systems:

  • Communication networks and systems for power utility automation conformance testing in accordance with the requirements defined in the standard IEC 61850-10,
  • Telecontrol equipment and systems - Part 5-104: Transmission protocols - Network access using standard transport profiles in accordance with the requirements defined in IEC 60870-5-104,
  • VHPready Conformance Testing for virtual power plants in accordance with the requirements defined by the committee VHPready GmbH.

The Grid Communication Certificates are based upon a certification process of the installed and applied communication abilities of the tested intelligent electrical device (IED).

With the evaluation of these kinds of IED it is shown that the product tested meets the requirements of the relevant standards and the product specification of the manufacturer and is therefore suitable for the specified use under consideration of the conditions specified in the installation and operating instructions for the IED.

All relevant aspects concerning conformity to the standards including applied changes organized by the user group of UCA or VHPready are inspected.
